Meet the Founder

Thomas Meixner is the Founder and CEO of 2:22 Health Advisory.

With more than three decades of healthcare executive leadership experience, Tom has built a reputation as a trusted advisor, strategic thinker, and collaborative leader. Throughout his career, he has successfully led organizations through financial transformation, value-based care initiatives, provider network strategy, operational improvement, and regulatory complexity.

As Chief Financial Officer of Fidelis Care, Tom oversaw the financial performance of a $17 billion health plan serving approximately 2.5 million members. He also led the organization’s value-based contracting strategy and performance, helping drive accountability for both financial and clinical outcomes. Prior to Fidelis, he held executive leadership roles at Healthfirst, UnitedHealthcare, Horizon Blue Cross Blue Shield of New Jersey, and other leading healthcare organizations.

Tom combines deep financial expertise with practical operational experience, allowing him to translate complex healthcare challenges and data into actionable business strategies. He has advised CEOs, executive leadership teams, provider organizations, investors, and health plans on initiatives designed to improve financial sustainability, strengthen provider relationships, and enhance organizational performance.
